Community Feedback: 320 15 Ave NE Multi-Residential Development

The Aboriginal Friendship Centre of Calgary (AFCC) is proposing a new multi-residential development at 320 15 Ave NE in the Crescent Heights community. As part of the City of Calgary’s land use application process, we are inviting community members to review the project details below and share their feedback.

We are proposing a land use change at 320 15 Avenue NE. This change would enable a six-storey multi-residential development on a corner site at the intersection of Edmonton Trail NE and 15 Avenue NE in Crescent Heights. The project will add 18 non-market (affordable) homes, offering a mix of 1- and 2-bedroom units to support AFCC’s Indigenous housing programs, along with indoor and outdoor common amenity space on the ground floor and rooftop. Vehicle, loading, and service access are provided from the rear lane, preserving a safe and continuous pedestrian experience along Edmonton Trail NE and 15 Avenue NE. This is designed as a car-free development, supported by a Parking Study prepared by professional transportation engineers, with extensive bicycle parking (18 Class-1 and 2 Class-2 stalls) to support active and sustainable transportation choices. A forthcoming Development Permit (DP) application will allow The City of Calgary and the public to review both applications concurrently, ensuring a sensitive response to the surrounding site context.

Land Use Redesignation

To support the proposed vision for 320 15 Avenue NE, a Land Use Redesignation (rezoning) application has been submitted to change the site from Multi-Residential – Medium Profile Support Commercial (M-X2) to Mixed Use – General 1 (MU-1f3.5h23). The proposed change would remove the commercial use requirement of the existing M-X2 District and enable a six-storey, 18-unit non-market housing development that reflects AFCC’s vision for accessible, affordable housing in Crescent Heights. The new district includes specific modifiers: a maximum Floor Area Ratio (FAR) of 3.5 and a maximum building height of 23m (6 storeys), which together provide clarity and certainty for the proposed design. The site is within the North Hill Communities Local Area Plan (LAP), falling within the “Neighbourhood Flex” Urban Form and “Mid (up to 12 Storeys)” Building Scale categories. The development vision is fully aligned with local policy, meaning no amendments are required.
